Unnamed Individual Eleven

Age: 33 Height: 182cm Weight: 234kg Had black hair. Killed the popular cyber-rapper "Densetsu", and leaked information that the refugees would attack the transportation of the fuel rods from the hidden nuclear power plant. He first appears in episode 33 on board a ship in the middle of a black market arms deal, purchasing weapons to sell to the terrorists in order to free the refugees. This is disrupted by a Coast Guard raid, though he escapes capture. He is also the one who makes the final speech on top of the Kyūshū Radio Tower in episode 39. Note: His name was the only one not revealed when the Tachikomas discover the Individual Eleven members' identities through military information, hence the title "Unnamed".
