Tenma Todoroki is an Enforcer within Division 1 of the Criminal Investigation Department of the Public Safety Bureau Todoroki is a gruff man. He is a fighter and though he acts like a tough guy, he is actually sad and bitter about his position as a latent criminal. He does like causing trouble.
