As an assassin and information broker, he readily sells intelligence to competing parties as long as he is compensated, placing personal gain above loyalty. He is also cautious and opportunistic, frequently preparing contingencies and prioritizing his own survival whenever a situation becomes unfavorable. Rather than relying on direct confrontation, Snoops prefers to operate from the shadows through surveillance, information gathering, and manipulation. thumb|left|Snoops reveals his plan to sink Princess Lorelei Despite his professional demeanor, Snoops possesses a cruel and sadistic streak. He shows little regard for the lives of others and is willing to sacrifice allies and bystanders alike if it serves his objectives. This lack of empathy is most evident in his plan to sink Princess Lorelei, which would have eliminated his targets, their protectors, his fellow assassins, and countless civilians aboard the ship. Snoops further sought to provoke renewed conflict between Ostania and Westalis by disguising his bombs as Westalis-made explosives. Even while preparing to flee, he expresses excitement at the prospect of witnessing the destruction and hearing the victims' screams through the listening devices he had planted throughout the ship.

Snoops is a tall, slender man with shoulder-length black hair that hangs messily around his face. He has drooping red eyes marked by several dark concentric rings. He also sports a thin mustache and a small pointed goatee. Snoops typically wears a black business suit over a white dress shirt, paired with a navy blue striped tie. His clothing is often worn loosely, contributing to his disheveled appearance.
