Shiina

Shiina's personality is unknown, however with his occupation as an officer and riot soldier it's likely that he is precautionary and protective towards civilians from devils.

Shiina is tall gaunt man. During the mission to take down Akane Sawatari and the Katana Man he was equipped in full riot gear obscuring most of his features.
