Scarecrow

Scarecrow was a secondary antagonist in the last part of the Assassins storyline in the Cyborg 009 manga. He was one of Cyborg 0012's servants. His 2001 Cyborg Soldier adaptation counterpart is named Scare. (Source: Cyborg 009 Wiki)
