The merman who rescues Minako after she falls in a pond. He falls in love with her at first sight and tracks her down, and the two begin living together in her apartment. He can change between human male and female forms at will, and Minako calls him either "Kitsuo" (male form) or "Wakame" (female form). No voice actors have been added to this character.
