Dr. Tokioka

A scientist who formerly worked for Lightning and then Millennion, he developed the necrolyzation dead regeneration technique, eventually utilizing it to bring Grave back to life. When Mika came to him, he knew that it was time to let Grave do what he does best. He later died due to an injury when confronting Balladbird Lee in his "Superior" form.
