In Shin Mazinger, he works as the clerk of the Kurogane House, a spa in Atami. He seems to be the most trusted of Tsubasa's followers, as he reports to her directly. Cross originally appeared as in the post-apocalyptic manga Violence Jack, where he had a similar role.
