thumb|left|Yuri's upbringing with Yor Yuri has a strong attachment to his older sister, Yor, stemming from the hardships they endured together after losing their parents during childhood in the Second East-West War. Because Yor raised and supported him on her own, Yuri came to deeply admire and depend on her, eventually developing a sister complex. As a child, he constantly sought Yor's praise and affection, and even as an adult, the thought of disappointing or losing her causes him significant distress. Feeling powerless while Yor worked to support them, Yuri devoted himself to studying so that he could eventually help and protect her in return. His academic talent later allowed him to secure positions within the Ministry of Foreign Affairs and the State Security Service. thumb|Yuir's ruthlessness as a Secret Police officer Despite his cheerful and approachable demeanor in public, Yuri becomes cold, intense, and intimidating while performing his duties for the SSS. He is highly patriotic and sincerely believes he is protecting Ostania from internal and external threats, though much of his motivation is tied to his desire to safeguard the country where Yor lives. Yuri harbors particular hatred toward traitors, spies, and dishonest individuals, especially those he believes endanger families or exploit others for personal gain. During interrogations, he can be ruthless and violent, quickly dropping his friendly facade whenever he believes someone threatens national security or the people close to him. At the same time, Yuri is not entirely devoid of empathy. Although he works in a harsh environment and often expresses extreme views toward criminals and dissidents, he has shown concern for innocent people and sympathy toward those struggling to support their families. While investigating Franklin Perkin, Yuri grew angered by Franklin's cruel behavior toward children but also sympathized with his financial circumstances and later ensured that the man's father would receive assistance following the arrest. However, Yuri's judgment is often heavily influenced by his attachment to Yor, and he tends to evaluate morality through the lens of whether someone's actions would cause pain to their loved ones. thumb|left|Yuri instantly believing Yor's "I forgot" excuse Yuri is highly intelligent, observant, and capable in both academics and investigative work, but he often loses his composure where Yor is concerned. Around her, he becomes irrational, gullible, and emotionally impulsive, readily accepting flimsy explanations or jumping to conclusions involving Loid. His devotion to Yor also makes him hypocritical at times, as he harshly condemns lying and secrecy despite regularly deceiving Yor about his own occupation. His emotional fixation frequently clouds his judgment and can cause reckless behavior, such as charging into dangerous situations alone or overestimating his own abilities. thumb|Yuri's frustration over losing to Twilight Confident in his skills and accomplishments, Yuri can come across as arrogant and abrasive, especially toward people he dislikes or considers incompetent. He takes pride in his work and tends to react poorly to failure, becoming frustrated and self-critical whenever he falls short of his goals, particularly in his repeated confrontations with Twilight. Although others acknowledge his competence and determination, Yuri often pushes himself excessively and struggles to accept his own limitations. Largely due to the harsh conditions he experienced growing up under Yor's care, Yuri possesses extraordinary physical endurance and pain tolerance. As such, he frequently disregards his own health, continuing to work through illness, exhaustion, and serious injuries while insisting he is fine. This tendency is reinforced by his stubborn personality and desire to appear dependable. However, his recklessness has repeatedly drawn concern from others, particularly Chloe, who criticizes him for treating himself as expendable and warns him that he can still die despite his resilience. thumb|left|Yuri resolves to become more independent from Yor Although Yuri remains deeply attached to Yor, recent events have begun prompting him to reevaluate his dependence on her. After Chloe encourages him to demonstrate to Yor that he is capable of protecting himself rather than devoting his entire life to protecting her, Yuri begins making a conscious effort to take better care of himself and become more independent. At the same time, his growing recognition of the life Yor has built with the Forger family has forced him to gradually acknowledge Loid's importance to her. While Yuri continues to distrust Loid and frequently clashes with him, he has become increasingly reluctant to deny both his devotion to Yor and his place in her life.

Yuri is a very handsome, elegant, and fairly tall, light-skinned man in his early twenties, with a slender, straight frame. He has medium-length messy black hair in a bob cut with uneven bangs. Like his sister, Yuri has upturned red eyes. He was once described as cute by Millie Myers after Yor showed a picture of him to her. With his soft features, Yuri is noted to greatly resemble Yor, enough that he could fill in for her as a stunt double to play a character. When at work, Yuri wears the SSS's standard uniform. When going outside for undercover missions, he wears a tan-colored cap, a white shirt, black pants, and a jacket. Outside of work, Yuri wears a light brown trench coat over an all-black suit, a white long-sleeved shirt, and a dark blue tie, along with black gloves and shoes. During these occasions, he typically wears a black wristwatch on his left arm. Yuri's casual attire when helping Anya study consisted of a black long-sleeved shirt with a gray pocket on the left chest that had a black and white eye at the top reminiscent of the SSS's symbol, blue jeans, and brown shoes. From his childhood to his college years, Yuri had slightly shorter hair.
