Madoka

Madoka is cautious and rational, resigning when things get too dangerous for Public Safety's Special Division despite being one of the few survivors.

Madoka is a man of average height with short black hair. He has two horizontal scars crossing his face and wears glasses.

Madoka's ability is largely unknown but he managed to survive the mass assassination attempt of the Special Divisions whereas most of his fellow humans died.
