Hyoichirou Tadano is the 2nd Intelligence Chief for the Administrative Section of Justice, also known as the Justice Management Team (JMT), a program set up by the National Police's Department of Defense. He is the one who finally gives Chiaki an employment opportunity. He is an idealistic man with a strong sense of justice, duty, and punishment.
