He is the current King of the Celestial World who sets up this whole tournament. As shown in the anime, God is a pervert who likes women and drinking. In a flashback, he was inspired to start the tournament, due to the actions of Ueki's adoptive mother, Haruko Ueki, who at the time was a high school student just before she died. He started the tournament to give all beings, whether human or heavenly being, a chance to create their own futures. Although his front is a mindless idiot who likes to slack off, he actually very wise and powerful. According to a text box in the English manga, he lives in a skyscraper in the USA. He's considered the best King of the Celestial World in history, which is a fact that he is very proud of. Although he was pierced by Anon's Ranma, he survived and was later shown in hospital, and also managed to restore some of the years to Robert's life that Anon had used up.

"God" granted Homeless Emperor power and enhanced the abilities of Orochi and Psykos, although its motives remain unknown. "God" seems to share Homeless Emperor's view that humanity is a worthless plague on an otherwise grand and beautiful planet. It also tends to test whether people are worthy of receiving its power via a mysterious cube. Those deemed unworthy face "forfeiture," resulting in death. "God" seems intent on keeping its existence hidden from most people if possible, as shown when it mercilessly killed and took back the powers it had granted to Homeless Emperor while he was being interrogated by Zombieman. In addition, "God" appears opportunistic, often manifesting before individuals in deep despair, disguising itself as someone they might trust in order to offer power. After Garou's defeat by Saitama in the Ominous Future, "God" killed the former and reclaimed the powers it had given in an attempt to prevent the Hero Hunter from teaching Saitama a time travel technique that could undo his actions. This suggests that this entity eliminates minions who fail to align with its will. While "God" seems to hate humans, it does not appear to value life on Earth in general. It showed no concern when Garou, after receiving its power, emitted deadly radiation that threatened all living beings on the planet.

"God" can take on multiple unique forms and appearances, as well as imitating the forms of others, particularly when manifesting in visions. In its first appearance, when it empowers Homeless Emperor, "God" resembles a swirling gust of wind, with scribbles outlining a rough humanoid figure. Later, during her vision of the being, Psykos sees "God" as a vast, planet-like sphere. She describes its surface as resembling Jupiter, with countless spiraling spots overlapping one another. This chaotic, layered spiral motif are seen again in many of "God's" future manifestations. When Saitama, Flashy Flash, and Manako peer through a mysterious hole underground, they seem to glimpse a different dimension containing an entity presumed to be "God". In this instance, it appears as an incredibly enormous humanoid crouching in a vast, dark space, completely dwarfing the hole they look through. However, none of them can see it. In its appearance during Homeless Emperor's second vision, "God's" horrifying humanoid form is seen more clearly. It takes the shape of a colossal, faceless human figure, naked and resembling a skinned, rotting corpse. The flesh of its entire body is discoloured and rotten-looking in various hues of green and brown, and its featureless "face" is covered in swirling patterns reminiscent of multiple layers of burn scarring. In addition to lacking a face, it has no visible ears, nipples, or genitalia, and long strands of rotting flesh hang from various parts of its body. It remains unknown whether this physical form is real, if "God" truly possesses one at all, or if these appearances are merely imaginary projections within Homeless Emperor's mind. When making an appearance in visions to Tatsumaki and Garou, "God" impersonates Blast's appearance as he was when he first met Tatsumaki, and Bang's appearance for Garou. It attempts to use these impersonations to manipulate the two, but the trick fails to work on either of them. As the illusions fail, their own faces are briefly seen to be replaced with "God's" characteristic facial pattern of scarred, swirling flesh.
