Doctor Dubrovsky is a Russian scientist who studies phenomena caused by the powers of Akira, Tetsuo Shima, and other people with psychic abilities, he joins Project Juvenile A to this effect. He was the last one to arrive and by Mike's suggestion gave a name to the project. No voice actors have been added to this character.
