Chloe disturbed by Yuri's ability to sense his sister Chloe is generally relaxed and approachable around her coworkers, often maintaining a casual yet respectful demeanor toward them. Despite her laid-back attitude, she is highly observant and emotionally perceptive, particularly regarding people she cares about. This is especially evident in her relationship with Yuri, whose eccentric behavior Chloe has been familiar with since their college days. As a member of the SSS, Chloe takes pride in her work and performs her duties seriously. She values caution and proper procedure, preferring careful reconnaissance and coordination over reckless action. However, she is also adaptable enough to participate in undercover operations when necessary, despite expressing discomfort with disguising herself within Ostania during the Wheeler mission. Chloe is also capable of thinking ahead and preparing contingencies. She is willing to joke with Yuri, though she is easily embarrassed when attention is drawn to her own feelings. Chloe appears particularly interested in relationships and family matters, often taking an active interest in the personal lives of those around her. She enthusiastically participates in evaluating Loid as Yor's husband, openly praises the couple's relationship, and expresses a desire to get to know Yor better. Although initially suspicious and inquisitive toward Loid, Chloe ultimately accepts him after concluding that his feelings for Yor are genuine. Additionally, after seeing Loid and Yor holding hands, Chloe becomes delighted and calls them cute together.

Chloe is a young woman with dark magenta eyes and medium-length dark magenta hair styled in a bob with bangs. She has narrow, slightly slanted eyes and wears dangling earrings shaped like handcuffs. As a member of the SSS, Chloe typically wears the standard officer uniform while on duty. Her civilian attire typically consists of a black beanie decorated with an eye symbol in the middle of its rim, and a black jacket worn over a white shirt. During the Wheeler operation in Shellbury, Chloe paired them with a red scarf, dark burgundy checkered pants, and red sneakers. While in Berlint, she wore the same cap and jacket alongside a fur-collared coat, dark shorts, and dark boots. During her college years, Chloe had longer hair and wore it in a ponytail. She also dressed in a bright checkered blouse and a matching long skirt.
