Bestuzhev

The grand chancellor of Russia; loosely based on Bestuzhev-Ryumin. From early on the Empress suspected him of treason, and he has been proven to be protecting Vorontsov. He does however seem to dislike Cagliostro, loath and fear Lia, and is paranoid of his own partners, mainly because he does not like or trust foreigners.
